VietNamNet Bridge - After being re-elected as the President of Vietnam, with 98.78 percent of votes, this morning, July 24, Mr. Nguyen Minh Triet had his first interview with the press.

Are you satisfied with this morning’s vote?

I think this result is so wonderful! Almost all National Assembly deputies voted for me. There are three deputies who didn’t trust in me, so I will have to review myself to see what my shortcomings are that they didn’t vote for me.

What will be your major missions in the coming time?

It is difficult to name them because I have up to 12 missions: home affairs, foreign affairs, defence and security, judicial reforms, etc.

The local and international public has highly applauded your successes in the presidency, for example the successful organisation of the APEC Summit. How will you bring into full play those successes?

To be fair, I assume this position when the country is on the way of development so I benefit from it. I will have to try my best to bring into full play this advantage in the coming time.

What will judicial reforms focus on?

First of all, creating a good contingent of state employees then re-organising the system of courts and procuracy agencies at all levels and raising the role of the two systems.

A personal question: How is your health now?

It is normal in general.

Airlines racing to offer super-cheap airfares

VietNamNet Bridge – Vietnam Airlines and Pacific Airlines both have announced they will launch promotional programmes, starting the race to attract more clients with super-cheap airfares.


Pacific Airlines has announced the ‘Low fare everyday’ programme and the opening of two new domestic routes, from HCM City to tourism destinations.

As of September 21, Pacific Airlines will provide one flight a day from HCM City to Nha Trang with Boeing B737-400, 168 economy class seats. The flight departs from HCM City at 11.30 am and from the central city at 12.45 pm every day.

Beginning December 1, 2007, Pacific Airlines will provide one flight a day from HCM City to Hue city (departure at 7.00 am from HCM City, and 8.50 am from Hue). The airfare structure applied for the new routes (HCM City-Hue and HCM City-Nha Trang) will be the same as the airfare applied for the routes to Hanoi and Da Nang.

Currently, the airline offers two airfares, Sky Saver and Sky Flex, with 11 price levels. In principle, passengers can buy tickets at low prices if they book tickets soon. Moreover, the airline offers special discounts for groups of domestic and foreign travellers (more than 10 passengers).

Due to the success of the two promotional campaigns in February and May 2007, during which the airline offered super cheap tickets (Sky Super Saver) at VND15,000, VND150,000 and VND500,000/trip and more than 80,000 tickets were sold, Pacific Airlines has decided to apply the ‘Everyday Low Fare’ programme.

Under the new programme, Sky Super Saver and Sky Saver tickets will be automatically allocated to different flights. Passengers may have to change their travel plans in order to enjoy attractive airfares.

In order to buy super cheap tickets of Pacific Airlines under the new programme (passengers are not informed about the promotion time), passengers should plan their trips as soon as possible. In addition, they should check airfares regularly at www.pacificairlines.com.vn or contact booking agents of Pacific Airlines.

Prior to that, the national flag carrier Vietnam Airlines announced it would offer super cheap tickets for flights from Vietnam to Thailand, at $19 only.

Trinh Ngoc Thanh, Vietnam Airlines’ spokesman, said that this was one of a lot of promotional programmes launched by Vietnam Airlines which aimed to diversify products and airfares, thus stimulating demand.

The programme is to be applied throughout the country for tickets to be issued from July 20. The flights will be carried out between August 15 and October 31, 2007.

It is estimated that some 20,000 seats, or 35% of seats on every flight, will be open for tickets with discounts. Passengers will still have to pay surcharges for fuel and airport fees ($14 in Noi Bai and $24 in Bangkok).

Mr Thanh has also announced that the airline will launch a promotional programme for domestic flights during the low season, commencing from August 1-10, to be applied for flights from September 10 to October 31, 2007. The expected discount rates will be very big, 35-52%, or VND290-790,000/trip. It is estimated that some 25,000 seats will be open for the discount programme.

Hue Imperial Court to showcase unprecedented seal

VietNamNet Bridge – A gilded seal engraved with the letters Hoang de chi bao (emperor’s precious object) will be shown for the first time during the Imperial Night held at the end of this month.

This seal, which is being completed, is part of the Hue Imperial City Vestiges Preservation Centre’s efforts to restore as much of the original Hue Court as possible.

The installation work was designed by Phun Phu and Hai Trung from the centre and named Tu tru trieu dinh (four pillars of the court).

The seal will sit on four pillars, each of which is 4 m in height and 60 cm across, in the Dai Cung Mon area in the Hue Court. The pillars are hollow inside and will be installed with light systems to give the seal luster and colors at night.

Funding house purchasing deals, good business for banks

VietNamNet Bridge – A lot of commercial banks in Vietnam now have begun providing loans to fund house purchasing deals with the payment by installments. However, the overly high interest rates are discouraging clients.


Mr T went to the HCM Housing Development Bank and asked for the loan of VND200mil ($1,250), with which he would buy an apartment worth VND500mil ($31,250). He was told that the bank offers the interest rates of between 1.11% and 1.15% per month; the maximum term of the loans is 10 years.

“Who could borrow money with the interest rate of 1.11%?” he questioned. Those who have credit relations with the bank, who can pay debts every month and the pay is equal to 25% of their incomes, the apartments they want to buy belong to projects of enterprises which have relationships with the bank, will be able to enjoy the preferential interest rate of 1.11%.

A staff from the Saigon Thuong Tinh Bank, Go Vap Branch, said that the 15-year term loan with the interest rate of 1.11% per month would only be applied to those who borrowed money equal to 70% of the value of the apartments. The borrowers have to have the monthly income of VND20-30mil ($1,250-1,875) to be capable of paying debts. Meanwhile, the An Binh Bank offers the interest rate of 1.15% per month for 20 years, but the apartments clients want to buy must be in Phu My Hung new urban area, and the borrowers must have bank accounts.

Many people have become disappointed when hearing about the interest rate policies applied by the banks. They said that the interest rates proved to be too high. Only those who have high incomes and want to buy luxurious apartments and houses can afford such high interest rates.


Dau Ngoc Tinh, a staff of a garment company, related he needed to prove that he had the income of VND20mil a month to get the loan of VND200mil ($1,250) with the interest rate of 1.1% per month. Every month, he will have to pay VND6mil ($375) in both principal and interest. However, his actual income is VND10mil per month, and he only can borrow money with the interest rate of 1.15%.

Le Thi Huong, a staff of the Phu Nhuan Real Estate Transaction Office, said that her clients all complained about high interest rates. She said that it would be better for clients to buy the apartments of projects, the construction of which is funded by the bank the clients want to borrow money from.

Minister: WTO membership not the cause of price escalation

VietNamNet Bridge – What has Vietnam yielded six months after it gets the WTO membership? Minister of Trade Truong Dinh Tuyen talked about this.

Six months prove to be a too short period to assess the impacts of the WTO membership on the national economy. However, I can say that what has been happening since then proves to coincide with what we anticipated when we submitted to the National Assembly for ratifying the protocol on joining WTO.

At that time, we believed that the biggest opportunity the WTO membership can bring is the foreign investment attraction. In reality, as you may see, a new wave of foreign investment, both direct and indirect, to Vietnam has been taking shape. The total registered capital of foreign direct investment was very high in the first six months of the year, more than $5bil, and the figure may further increase if we can improve the administrative procedures.

We also thought that the export markets would be expanded, but no sudden changes would be seen, and this has become true. However, in general, the exports have been increasing, though there have been no sudden changes: the non-oil exports have risen by 28.6%. It is expected that the export growth rate would be more than 20% for this year, higher than the target set by the National Assembly.

The excess of imports over exports in the first six months of the year has reached 30%. Do you think that it was because of the WTO membership?

I don’t think so. In fact, the higher trade gap was seen in the import items which did not see the tariff cuts in the last time, or just saw slight tax decreases under WTO commitments. Besides, I have to say that the imports were higher than exports because investors needed to import many goods to run their projects. The import volume of foreign investors increased by 30.6% in the first six months of the year. The imports were not for domestic sale, but for running their projects. Therefore, I don’t think that the WTO membership could have big impacts on the trade gap

Besides, I think that one of the reasons behind the big imports in the last time was the low competitiveness of Vietnam-made products in the WTO period. For example, the existing local steel mills have big production capacity, but their products cannot compete with imports.

Experts once predicted that consumers would be able to buy goods at lower prices after Vietnam joined WTO. But everything has been going in an opposite way. Could you give me the reason why?

The price of food and foodstuff increased in the last time
There were several reasons behind the price increases in the recent time: first, the prices of many products dramatically increased on the world’s market; second, the price of food and foodstuff increased. The higher export price of farm produce meant that exporters had to buy products from farmers at higher prices, thus making the domestic prices higher. Animal epidemics, such as bird flu, made the prices escalate. In addition, I think that the increased volume of cash in circulation (the state spent a lot of money buying foreign currencies) also led to the price increases. The policies by the State in adjusting the prices of electricity, petrol, coal has stimulated the increases of other products and services.

It seems that barriers still exist in the implementation of WTO commitments as there still an absence of guiding documents?

It is still necessary to have more guidance documents in some complicated sectors, for example, the right to do business, and the right to import goods. It took time to draw up the document guiding the import activities of foreign businessmen, and the document, as you may know, has been enacted.

I don’t think that we are slow in implementing the WTO commitments, just in this sector. The right to distribute in the domestic market is always a tough problem, even at negotiations, and not only the problem of Vietnam.

In principle, we should refer to the WTO commitments when making the decisions relating to the market opening. However, I don’t mean that we cannot open the market sooner than committed. The Ministries of Trade and Planning and Investment are compiling a draft decree on allowing several sectors to be opened sooner than committed.

For example, we may open the education sector sooner. Is it necessary to follow the WTO commitments by allowing foreigners to invest in the field of science and technology training under the mode of 100% foreign owned projects as of January 1, 2009, or should we open the market sooner?

What do you think the biggest success of Vietnam has been in the last six months since Vietnam has joined WTO?

We have put enterprises into a business environment with stiffer competition. Attracting more foreign investment should be seen as the second biggest success, which can help adjust the economic structure, stimulate growth, and help boost exports.

In a more competitive environment, enterprises have to change their management methods and business strategies to make them survive, which can help create a dynamic economy. That is the thing we need most when we enter the playing field, the field of WTO.
